* New screen 'Setup -> Districts -> Params -> Languages'
- Languages here will be used in selects where a language is needed
- All languages from the "Language Codes" generic code table will be brought to this new table
- Users will need the securable location 'setup -> districts -> params -> languages' to access this screen
- Any users with the 'setup -> districts -> params -> basicParams' location will be given this new location
