The Gradebook gets placed into maintenance mode when you perform the summer rollover to lock out all users.
You may put it in maintenance mode at any point - and you may take it out of maintenance mode at any point.
Typically, districts should lock teachers out so that the gradebook profiles can be set up and distributed before they log in for the first time.
When you are ready to open it for the new school year, you must navigate to the Gradebook>School Setup>Maintenance>Gradebook Status.

After you select "Active for all users", click "Save Gradebook Status" to make that school's Gradebook active to all users (including teachers.)
You may want to navigate to the Gradebook>School Setup>Maintenance>Gradebook Maintenance tab as well to review the various settings before opening it up as well so everything is as your district needs before teachers start to log in and create assignments for their rosters etc.
