Reports students between the age of 3-21 who were not born in US, Puerto Rico, or the U.S. Virgin Islands and who have been in the district less than three full years (analyzes "First Entry Into US School" field). The report is listing any students who MAY be eligible (by birth country) and removing the students that were proven to not qualify based on years at the district. If the report cannot make this determination (ex: if date appears blank) then the student will remain on the report. This is intended for the district to determine whether they need to add dates to those students without them.
